About SRCD
In 1977, the California Legislature passed Assembly Bill 1717, the Suisun Marsh Preservation Act. This Legislation added provisions to the Public Resource Codes related to SRCD’s responsibilities over water management practices on privately owned lands within the Suisun Marsh.
The Suisun Resource Conservation District (SRCD) Mission Statement: The SRCD is a Special District of the State of California, which represents private landowners in the Suisun Marsh on a variety of issues at Federal, State, and local levels. Historically, the goals of SRCD are to achieve water supply of adequate quality to promote preferred waterfowl habitat and retain wetland resource values through appropriate management practices.
Today the District provides the landowners technical assistance in permitting, water control, and habitat management to ensure the wetland and wildlife values of the Suisun Marsh are sustained and enhanced.
The Suisun Resource Conservation District covers over 115,000 acres which includes:
52,000 acres of managed wetlands,
6,300 acres of unmanaged tidal wetlands, 30,000 acres of bays and sloughs, and 27,000 acres of upland grasslands.

Education: B.S. Physical Therapy, and M.S. Wildlife Management, Ohio State University.
Experience: Cheryl worked most recently for Northern Arizona University as a physical therapist for the Assistive Technology Center. Her experience included working with persons with disabilities and their families, providing technical assistance to university students, teachers and professionals, and teaching on-line university courses. She has continued to maintain an interest and involvement in wildlife related projects through her husband's career in wildlife management.

Education: M.S. Wildlife Management, Ohio State University.
Experience: David’s previous position was Wildlife Area manager with the Arizona Game and Fish Department and his experience managing wildlife habitat was gained during 34 years of employment with various state and federal agencies in the West. His familiarity with off-grid solar systems and on-site water systems are especially useful for keeping the facilities at Lower Joice Island (LJI) operational. David and his wife Cheryl, balance the challenge of renovating LJI with their love of birds, wetlands, and living in remote locations.

Steven Chappell

Education: Bachelor of Science in Biological Science, Minor in Chemistry, and a Concentration in Zoology.
Experience: Participation in numerous Suisun Marsh planning and regulatory programs including the U.S. Army Corp's of Engineers Regional General Permit renewal and administration, the Baylands Ecosystem Goals Project, the Suisun Ecological Workshop, and Suisun Marsh Environmental Coordination Advisory Team. A negotiator of the Suisun Marsh Preservation Agreement, a participant in the development of the Suisun Marsh Charter, and is an agency principal in the preparation of the Management, Preservation, and Restoration Plan for the Suisun Marsh. For over twelve years, Mr. Chappell has worked in the Suisun Marsh, in March of 1994, as a field technician for the California Waterfowl Association to conduct breeding waterfowl survey and banding of local waterfowl. In the fall of 1994 he began working for the SRCD as a Biologist conducting field studies and habitat management, soon advancing to District biologist. In 1998 he became the Executive Director and supervises a staff of eight, some of his daily duties include grant administrator, coordinating with landowners, agencies, and stakeholder groups.

Education: Bachelor of Science, Wildlife Management, Humboldt State University, 2002
Experience: Worked for the California Department of Fish & Game (CDFG) under the Resource Assessment Program (RAP), verifying California Wildlife Habitat Relationships in the southern Cascade mountain range. In 2004 started working out of the Los Banos Wildlife Area under the RAP, inventorying mammal populations and vegetation communities on Department of Fish & Game lands in the Los Banos area and southern San Joaquin valley. In 2005 started working as a Scientific Aid for the CDFG at the Los Banos Wildlife Area, working on riparian restoration, wood duck boxes, habitat management, and water management. In 2006 worked on a grad project, looking at water quality and swamp timothy production.

Experience: An employee of the District since July 2001, performing many different job tasks which include: Secretary to the Board of Director's, Assistant to the Executive Director, Human Resources, Computer Technician, Website Technician, and Insurance Administrator to name a few. Very familiar with the Marsh as well as many aspects of managing a duck club.

Experience: Scientific Aid for the Department of Fish and Game at American River Trout Hatchery, rearing, spawning and planting half pound rainbow trout for public use. Humboldt North Coast Wildlife areas out of Eureka, worked on development and implementation of new cattle grazing areas for Aleutian Cackling Geese, general habitat management for waterfowl, mallard banding, riparian corridor restoration, and avian influenza sampling. Joined the SRCD team in April 2007 and is looking forward to learning the marsh and the people who use it.

Experience: Started working for SRCD in October of 1999. Her initial responsibilities were to help set up an accounting system to enable uniform preparation of all fiscal reports, which included a filing system for the District to track individual grants and other fiscal information, and a system for inventory control of District equipment. Ms. Thompson’s primary responsibilities are to maintain grant records and invoice granting agencies for expenses incurred implementing grant. Ms. Thompson’s secondary responsibilities are maintaining accounts receivables, which entail invoicing landowners for appropriate charges, and for maintaining accounts payable, including payment arrangement through the County auditor's office for all expenditures incurred in the daily operation of the District Office.

Jeremy Todoroff

Education: Bachelor of Science, Wildlife Management and Conservation, Humboldt State University, 2005.
Experience: Volunteer for California Waterfowl Association working on youth and education programs, the wood duck program, and mallard banding in the Suisun Marsh. Worked with the Humboldt State University Waterfowl Ecology Research Group on Black Brant, Western Canada Geese, and Aleutian Cackling Geese projects. As a scientific aide working for Green Diamond Resource Company, worked on Northern Spotted Owl and Fisher tracking. Worked for the United States Geological Survey in the prairie pothole region in Montana, North Dakota, South Dakota, Minnesota, and Iowa on a wetland project for the Northern Prairie Wildlife Research Center. In 2005, Jeremy was initially hired by SRCD as a temporary employee to help with management plan data collection and later was promoted to Biologist in the Water Manager Program.

Experience: Prior to being hired by the SRCD in 1998, Mr. Wickland worked for over seven years for the California Department of Fish and Game (including three years in the Suisun Marsh). While employed by Ducks Unlimited, Mr. Wickland acted as the Regional Director of North Central California for six years and was a Science Technician for the United States Geological Survey.

Suisun Conservation Fund's 5th Annual Shoot and Social Fundraiser
The Suisun Conservation Fund's (SCF) Shoot and Social Fundraiser features Sporting Clays Shoot, Steak BBQ, Raffle, and Auction. All proceeds to benefit SRCD Landowners.
This year's social is Friday, August 1, 2008 @ 8:30 am at Birds Landing Hunting Preserve and Sporting Clays.
