Water Manager Program
As part of the SMPA, the SRCD was to institute a Water Manager Program and was obligated to hire a support staff to help coordinate and improve water management practices on individual ownerships throughout the marsh.

As part of the guidelines for the SMPA Water Manager Program, the water managers are to:

1. Assist implementation of the Individual Ownership Adaptive Management Habitat Plans (IOAMHP) and agreed to by the landowner.

2. Promote and encourage wetland management activities such that flooding, draining, and circulation occur at critical times of year to produce desired wildlife habitats.

3. Provide technical support in the field to answer questions and to educate landowners on beneficial management techniques, the protection of endangered species habitat, management of water application, and provide new scientific information pertaining to common management activities.

4. Supervise and coordinate the portable pump program.

5. Assist landowners in planning yearly maintenance and enhancement projects.

6. Assist landowners in completing USACE permit applications.

7. Annually update the IOAHMP.

8. Activities may include assisting DFG on water management of state owned property, assisting in yearly salt marsh harvest mouse monitoring, California clapper rail surveys, and inspections of levees during storms to identify damages and assist in flood fight coordination.
